For the GS-11 position:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
1) Conducting onboarding (e.g., in-processing, swearing-in, orientation) for new employees; 2) Advising management and personnel on civilian workforce and manpower programs; 3) Developing solutions to civilian personnel issues; and 4) Reviewing Requests for Personnel Action (RPAs) for compliance with Office of Personnel Management (OPM) regulations. For the GS-09 position:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
1) Creating personnel actions using a human resources information system (e.g., Defense Civilian Personnel Data System DCPDS or similar system); 2) Coordinating with personnel and organizations on personnel actions; and 3) Monitoring personnel actions to ensure completion with designated time frames. Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
