As a Supervisory Financial Management Officer at the NH-0501-04 some of your typical work assignments may include:
- Serves as a Senior Financial Management Officer to the Portfolio Business Financial Manager (PBFM) within Comptroller/Chief Financial Officer (CC) Organization with responsibility for providing technical financial management advice to leadership in all major issues and significant management planning and policy and decision-making in regards to financial management in a Research and Development matrix agency. - Demonstrated experience in applying the DOD Planning, Programming, Budgeting and Execution (PPBE), fiscal law, policies, regulations, principles, standards and procedures to financial management activities. - Analyzes and interprets data, applies rules and principles, and makes recommendation to resolve policy, programmatic, financial, and reporting issues. - Explores and recommends cross-Agency synergy between programs and portfolios. - Assigns work to subordinates based on priorities, difficulty of assignment, and the capability of employees. You may qualify at the NH-04 if you fulfill the following
Qualifications:
One year of specialized experience equivalent to the NH-03/GS-13 grade level in the Federal service:
- Applies a high level of sound, independent judgment in the solution of financial problems and in the administration of a financial management program. - Performing, managing, and directing work associated with the development, implementation, analysis and evaluation of resources (including funding, labor, budgeting, financial management, etc.) required to accomplish assigned mission and provides reporting capabilities. - Applies budgetary and financial procedures and practices to the PPBE process. - Provides authoritative advice on all aspects of PPBE policies, procedures, and guidelines. - Formulates, justifies, and executes the agency budget for multiple appropriations. - Demonstrates experience working across executive staffs, commands, agencies, and the Services on mission and goals, auditable objectives, strategies, and plans. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
